Review Regulations for 「LHI Journal」


Established on July 23, 2010


Article 1 (Objective)

The objective of these regulations shall be to set guidelines regarding the review criteria and procedures, which are provided in the Article 4 of Regulations for LHI Journal Editorial Board, for articles submitted to 「LHI Journal」. 


Article 2 (Notice for Manuscript Submissions)

(1) The editorial board shall post a notice regarding details of manuscript submissions on the academic journals and websites of academic societies relavant to LHI.

(2) In posting the notice for manuscript submissions, basic details about submission procedures, methods of writing an article and referencing, review criteria and review procedures shall be included in the notice.


Article 3 (Receipt of Manuscripts)

(1) The secretary of editorial board (hereinafter editorial secretary) shall receive manuscripts and notify each contributor about the receipt by phone or e-mail.

(2) The editorial secretary shall prepare and send a submission result chart specifying contributor's personal information, article title, receipt date and article length to the chief of editorial board.

(3) If the chief of editorial board finds a manuscript to be substantially against the publishing and editorial regulations set by the editorial board, the chief may ask the contributor for a modification.


Article 4 (Selection of Reviewers & Delivery of a Manuscript for the Review)

(1) The chief of editorial board shall select 3 reviewers for each submitted manuscript, set the review deadline for each reviewer and send out the manuscript to be reviewed.

(2) In selecting a reviewer, the expertise of the reviewer on the applicable field shall be considered with the attention on the ability to be fair in the review.

(3) In the manuscript for review, no personal information of the contributor shall be stated, and any parts that are already present or can be used to deduce the personal information shall be deleted.


Article 5 (Review of the Submitted Article)

(1) The reviewer shall review the submitted manuscript, prepare the review evaluation document and send the document to the chief of editorial board before the review period ends. The review period for an article shall be 2 weeks or less.

(2) In reviewing the submitted article, the reviewer shall employ review criteria which include the originality of the topic, the appropriateness of the study method, the completeness of the content, the accuracy of writing and referencing methods and the academical contribution of the study findings.


Article 6 (Decision to Publish the Submitted Manuscript)

(1) After the completion of reviewer's evaluation, the editorial chief shall hold an editorial meeting to decide whether to publish the submitted manuscript.

(2) The editorial chief shall prepare and report the review result document at the editorial meeting, and the publication of the article shall be decided at the editorial meeting based on the report. Until the final decision has been made on whether the article will be published, precautions shall be taken to prevent revealing the personal information of both the contributor and the reviewers.

(3) The decision to publish the submitted manuscript shall be based on following criteria.

1) If the opinions of all 3 reviewers are to “admit” for publication, or if the opinions of 2 reviewers are to “admit” for publication and the opinion of 1 reviewer is to “reconsider after a modification,” the decision shall be to “admit” for publication. Except, the modification may be asked as a condition for publication.

2) If the opinion of 1 reviewer is to “admit” for publication and the opinions of 2 reviewers are to “reconsider after a modification,” or if the opinions of all 3 reviewers are to “reconsider after a modification,” the decision shall be to “reconsider after a modification.”

3) According to the review results for the submitted article, if the opinions of 2 or more reviewers are to “reject” publication, the article shall not be published.

4) If there is another review due to the decision to reject publication, another review may be requested to a third-party reviewer by enclosing, with the manuscript, the opinion of the reviewer who has previously decided to reject publication.

(4) The editorial chief shall revoke the decision to publish the article if the submitted manuscript with the decision is found to have plagiarized other manuscript or to have been published in other journal.

Article 7 (Notification of the Review Result, Request for an Appeal)

(1) Immediately after the editorial meeting, the editorial chief shall send an official document, specifying the decision outcome, its reasons and the process, to each contributor.

(2) The contributor who received the decision to reject the article may request for an appeal to the editorial chief, and the editorial chief shall decide whether to allow or overrule the appeal.

(3) If the editorial chief has made the decision to allow the appeal, reviewers shall be selected again and asked to review the article, and the result shall be the basis to decide whether to accept or to reject the publication of the article.

Article 8 (Submission, Modification and Edit of the Final Manuscript)

(1) The contributor who was notified of the decision to accept the publication of the article shall prepare the final manuscript and submit it to the editorial secretary within the specified period.

(2) Issues relating to the modification and edit for the final manuscript shall be decided by the editorial chief, and, if necessary, the final manuscript may be sent to the contributor for a modification.


Article 9 (Issuing the Certificate of Upcoming Article Publication)

For the manuscript with the final decision for publication, the editorial chief shall issue the Certificate of Upcoming Article Publication” before the journal publication, if the contributor requests it.


Article 10 (Electronic Publication of the Published Article)

Issues relating to the electronic publication of the article published in the journal shall comply with the decision of the editorial board.

These regulations shall come into effect on July 23, 2010.
